Setup ITOM cluster for Demo on ASH

Setup ITOM cluster for Demo on ASH with capacity to hold up to 500 tenants;

This is required to move the current deployment of Demo out of the existing non prod cluster in order to correctly reflect the cost on customer environment on ITOM vs non paying (demo). Need by date put in 1 month from submission to reflect ASAP.
