Create Service Catalogs for Self service rollout

Build a list of service catalog for the initial rollout of self service.

a list of 30+ identified and mostly owned by Change team, but other teams also require involvement to build theirs.

An initial list of <10 catalogs are going to be build immediately to support beta effort for support consumption and feedback.

This will require muiltiple team efforts to build catalogs, as well as support from COPS/Tools team to review/improve/accept integration to COPS to trigger execution since many configurations are done through COPS.

First Rollout of self service - Nov

Final rollout of first set - Dec
